Rhasspy CHANGELOG

I’ve recently started keeping a Rhasspy CHANGELOG in the repo. At the top in the Unreleased section, you can track what will be coming in the next version.

Most of the work is now being done over in the rhasspy GitHub organization on individual services. I’ll try to start up a CHANGELOG for each service in time.

If you could replicate it to hassio addon github root folder as CHANGELOG.md, we will see it through home assistant interface!
